But certainly God has heard; He has given heed to the voice of my prayer. Blessed be God, who has not turned away my prayer nor His lovingkindness from me.

The psalms are filled with prayers, and behind this fact is a very important presumption on the part of the psalmists; God cares for them and hears their prayers…it is their exercise of faith in the facts of God as revealed in His Word.
